U.S. intelligence assessments indicate that Cuba has acquired more than 300 Iranian and Russian military drones since 2023, including the Shahed 136 loitering munition, a platform responsible for extensive battlefield destruction in Ukraine. The presence of these systems, combined with Iranian military advisers operating in Havana, marks the most significant expansion of hostile unmanned capabilities in the Western Hemisphere since the Cold War.

The Shahed 136 displayed publicly in Coral Gables in July 2026 confirms both the model and its operational parameters: a 100 pound explosive payload, 1,000–2,500 km range, and pre programmed GPS strike capability. These ranges place all of South Florida, the Eastern Seaboard up to New York, and U.S. strategic installations such as Guantanamo Bay within direct reach of Cuban based Iranian drones. Intelligence reporting further states that Cuban officials have discussed potential targeting of U.S. naval vessels, Key West, and Guantanamo using these systems.

The strategic significance is twofold. First, Cuba’s drone stockpile is not symbolic; it is distributed across multiple military sites, supported by Iranian advisers, and integrated into a broader Russian Iranian intelligence presence on the island. Second, the drones’ low cost, high range, and kamikaze design create a new asymmetric threat vector only 90 miles from the U.S. coastline. Unlike traditional missile deployments, these systems can be launched covertly, saturate air defenses, and exploit gaps in U.S. counter UAS coverage across the Southeast.

The Trump Administration has already increased reconnaissance operations around Cuba, including P 8A Poseidon, RC 135 Rivet Joint, and MQ 4C Triton flights, reflecting elevated concern over foreign military entrenchment on the island. Former Florida Governor Jeb Bush and U.S. Representative Carlos Giménez have publicly warned that the drone presence constitutes a direct homeland security threat, noting that Cuba’s alignment with Iran transforms the island into a forward operating platform for adversarial power projection.

In strategic terms, the Iranian Cuban drone nexus represents a new hemispheric risk architecture: an adversarial state hosting another adversary’s long range strike systems within immediate proximity to U.S. population centers and military infrastructure. The combination of Iranian technology, Russian intelligence facilities, and Cuban basing creates a tri lateral threat environment that compresses warning time, complicates attribution, and challenges existing U.S. air defense doctrine for the Caribbean and Southeast.

The intelligence picture is clear: the Shahed 136 drones in Cuba are not merely symbolic artifacts of foreign cooperation, but operational strike assets capable of altering the strategic balance in the Western Hemisphere.⁩
