An agreement was made last week between tribes and states of the Pacific Northwest and the Biden admin to, as claimed, "restore wild salmon, expand clean energy production, increase resilience, and provide energy stability in the Columbia River Basin."
This is a precedent that could put Montanans' access to life-sustaining power, irrigation and navigation at risk. In a December 19, 2023 email, Public Service Commissioner Dr. Annie Bukacek stated that this result "will require strategic planning to overcome these destructive policies" coming out of the White House, though this did not go through the U.S. Congress.
The Northwestern region of the U.S. relies on hydroelectric power to keep the lights on. Per Montana's Public Service Commission, 38% of Montana’s power in 2022 was hydro-electric.
The Sierra Club added public comment by stating,
“The science is clear, for salmon populations to thrive, the Snake River dams must come down. We thank President Biden for presenting a plan that moves dam breaching forward by replacing their services with clean energy Pacific Northwest communities can rely on, and restores this vital way of life for local Tribes. We urge the administration to continue to work with elected officials, community stakeholders, and Tribes to finish the job and put this plan into action with the urgency that is needed.”

This all comes at a time of heavy debate over water levels on the Flathead Lake during the summer of 2023, and the fact that this happened during the first summer of water management by the CSKT tribe.
